北京太科石油信息咨询服务有限责任公司 （以下简称太科公司）(PetroTECH Information Consulting Services Co., Ltd.) 成立于1992年，是中国石油集团经济技术研究院（以下简称经研院）的全资子公司，也是石油行业内专业翻译、咨询服务机构。

2002年6月，太科公司进行了重组, 更加突出核心业务，充实了一些相关服务领域，同时将与主营业务关联较弱的服务剥离，正式从传统的内向型企业转变为一个外向型公司。2004年初，经研院决定把印刷厂整建制划归太科公司。公司的服务链条更加完整，服务范围进一步扩大。2022年5月，经研院条件保障中心在太科公司设立，同年物业公司撤销，相关业务并入太科公司。

经过三十多年的经营发展，太科公司在石油翻译和咨询服务领域树立了良好的信誉和口碑。通过不断的内部资源优化和业务整合，形成了协同并进的四个业务单元：

太科翻译，以权威的石油专家顾问资源为基础，组建了石油专业背景的翻译人才队伍。太科翻译致力于服务石油工业的各个环节，运用科学高效的项目管理手段和对石油行业的深刻理解，为客户提供专业化、多语种翻译服务。近年来先后获得多项ISO认证，年均翻译量超3000万字，并成为业内十余家核心期刊长期翻译、润色合作伙伴。

太科咨询，秉承“不断创新、不断发展”的理念，建立并培养了一支具有石油、经济、管理等专业知识背景的咨询队伍。依托中石油经济技术研究院经验丰富的科研团队及信息资源，为国内外石油企业提供包括企业管理咨询、石油石化专业技术调研、信息检索及监测等在内的多种咨询服务。太科咨询坚持以成果应用为导向开展课题咨询，提供合理解决方案，助力目标企业效能提升，形成即有自主研创能力、又有平台化运营实力的咨询机构。

乡村振兴专项工作，在中国石油集团党组及经研院党委正确领导下，承担集团公司乡村振兴和对口支援工作，扎实贯彻落实各项重点任务安排，围绕积极做好乡村振兴对口支持和各项帮扶工作为中心，孵化出多个自主特色品牌，如：智力帮扶培训信息平台、油苗计划、兴农讲堂等，为集团公司乡村振兴高质量推进提供有力支撑。

太科条件保障业务，随着经研院党委组织机构优化部署的落地实施，太科公司被赋予条件保障中心职能，本着“公开公正，合规高效、节约控本”原则，公司采取“一揽子”服务模式，建立委托服务“派单”机制，统筹抓好服务主业和行政、后勤保障工作，为集团公司总部职能部门及经研院提供了高效完备的支撑服务。业务团队囊括会议策划、会务支持、视觉设计、物料印制等方面人员，以快速响应、甲方满意、成本控制为服务特色，多次组织完成国际性行业大会，服务能力优异，质量可靠。

目前，太科公司有五十多名全职员工，特约兼职咨询和翻译专家（多数为退休的能源专家）百余位。咨询团队均为名校博士生、研究生，在石油领域服务多年，拥有扎实的英语、俄语等语言功底；拥有丰富的石油行业上游、中游和下游专业知识；并具有敏锐的信息检索能力，清晰缜密的研究思路。专家团队遍及中国石油旗下多家研究院所、企事业单位，以及石油院校和其他大型国企。特别是中国石油集团经济技术研究院的各位专家可为我们提供大力支持。

PetroTECH Information Consulting Services Co., Ltd. (PetroTECH) was established in 1992. As a wholly-owned subsidiary of CNPC Economics & Technology Research Institute (ETRI), PetroTECH is a professional player in translation and consulting service in the petroleum industry.

In June 2002, PetroTECH was reorganized to highlight its core businesses and to complete some related services by divesting some services that were not closely related to its main business, and officially transformed into a provider of comprehensive services to more customers besides CNPC. At the beginning of 2004, ETRI decided to transfer the whole printing department to PetroTECH. Since then, PetroTECH’s service chain is more complete with expanded service coverage. In May 2022, the ETRI Fundamental Support Center was established in PetroTECH. In the same year, the property management company was closed and related businesses were merged into PetroTECH.

After more than 30 years of development, PetroTECH has established a good reputation in the field of petroleum translation and consulting services. Through continuous internal resource optimization and business integration, four business segments have been formed:

Translation. Based on authoritative petroleum experts/ consultants, PetroTECH has set up a team of translation talents with petroleum professional background. PetroTECH is committed to providing translation services across the whole chain of the petroleum industry, using scientific and efficient project management methods and a deep understanding of the petroleum industry to provide customers with professional and multilingual translation services. In recent years, we have obtained a number of ISO certifications; with an average annual translation volume of over 30 million words, we have become a long-term translation and proofreading partner of more than ten core journals in the industry.

Consulting. Adhering to the philosophy of "continuous innovation for continuous development", we have established and cultivated a consulting team with professional knowledge background in petroleum, economy and management. Relying on the experienced scientific research team and information resources of ETRI, PetroTECH provides domestic and foreign petroleum companies with a variety of consulting services including enterprise management consulting, professional technical petroleum and petrochemical research, information retrieval and monitoring, etc. We insist on carrying out results-oriented project consultation, providing reasonable solutions, helping target enterprises improve their efficiency. In so doing, PetroTECH has become a consulting organization with independent research and innovation capabilities and platform-based operation capabilities.

The special work of rural revitalization. Under the leadership of the leading Party members group of CNPC and the Party Committee of ETRI, PetroTECH undertakes the rural revitalization and paired assistance work of CNPC, solidly and actively implements various key task arrangements. Focusing on assistance work, a number of independent characteristic brands have been incubated, such as intellectual assistance training information platform, Youmiao (oil seedling) program, Xingnong (agricultural development) lecture, etc., to provide strong support for the high-quality development of rural revitalization of CNPC.

With the implementation of the optimized deployment of the organizational structure of the Party Committee of ETRI, PetroTECH now performs the function as the Fundamental Support Center. Based on the principle of "openness and fairness, compliance and efficiency, economy and low-cost", we adopt a "package" service model, establish a "designated" mechanism for entrusted services, so as to coordinate the main service business, administrative and logistical support, and provide efficient and complete support/services for the functional departments of CNPC headquarters and ETRI. The reliable business team includes personnel in conference planning, conference support, visual design, material printing, etc. They have gained wide recognition in the market by quick response, customer satisfaction and cost control demonstrated in numerous international industrial conferences.

At present, PetroTECH has more than 50 full-time employees and more than 100 special part-time consulting and translation experts (mostly retired energy experts). The consulting team are all doctoral students and graduate students from prestigious universities. They have served in the petroleum field for many years and have solid language skills in English, Russian and other languages; they have extensive knowledge across upstream, midstream and downstream in the oil industry; they have keen information retrieval ability, clear and thorough research ideas. The expert team covers many research institutes, enterprises and institutions under CNPC, as well as petroleum colleges and other large state-owned enterprises. In particular, experts from ETRI can provide us with strong support.
